Manchester United have money to spend too - and have already signed Victor Lindelof - but may be forced to shell out as much as £70m for both Alvaro Morata and Andrea Belotti as they chase a new No.9 while Chelsea's main man, Diego Costa, looks to be on his way after being told he is surplus to requirements by manager Antonio Conte.
Manchester City already have two players with Monaco's Bernardo Silva and Benfica goalkeeper Ederson in through the door, while Arsenal have snapped up Schalke's Sead Kolasinac on a free.
Liverpool are closing in on a deal for Mohamed Salah as they continue to negotiate with Roma over a fee but won't be adding Virgil van Dijk after being forced to apologise to Southampton for an illegal approach.

We have a done deal for you from Germany where RB Leipzig have continued their early summer business with the signing of French centre back Ibrahima Konate from Sochaux.
He joins Yvon Mvogo and Philipp Kohn in joining the Bundesliga runners-up already this offseason.
Everton are hopeful on signing Sandro Ramirez and Davy Klaassen to kick off a huge summer of remodelling for Ronald Koeman.
The Toffees believe they could finally win the rollercoaster ride for Sandro, having first thought they were in the box seat to sign him last month before Atletico Madrid entered the race.
La Masia graduate Sandro appeared destined to sign for Atleti, only for Fifa's transfer ban to then throw a spanner in the works. The Madrid club were still keen to complete the deal but, with a renewed confidence that Diego Costa could return to the Spanish capital, have since cooled their interest.
And Everton have taken advantage, inviting the Malaga forward to fly to England and complete a bargain £5.1m move this week.
A deal for Ajax midfielder Davy Klaassen is a little further away but the Merseyside club have received promising noises that the Dutch giants will sell the 24-year-old playmaker.

Diego Costa has publicly hit back at Antonio Conte after being told he has no future at Stamford Bridge after the summer.
Conte text Costa saying “Hi Diego, I hope you are well. Thanks for the seasono [sic] we spent together. Good luck for next year but you are not in my plan.”
Now Costa has opened up on their relationship, saying “in life there are good and bad people”.

Asmir Begovic is excited about the Bournemouth "project" after swapping Stamford Bridge for the south coast.
"I'm really excited about the new challenge," the goalkeeper said after leaving Chelsea in a £10m deal. "And I'm excited about the whole project the owners and the manager have going on there.
"I don't think I've been this excited about a project before and I can't wait to get started.
"It's not easy to leave a club like Chelsea but at this stage of my career, it's important to get as many games as I can.
"I'm looking forward to playing regularly again and being part of an ambitious and exciting project. The club want to move forward and I just felt it was the right thing to do at this stage of my career."
Kyle Lafferty has left the door open on a potential move to Azerbaijan champions Qarabag having just returned from international duty in Baku.
The 29-year-old striker came off the bench for Northern Ireland on Saturday when Stuart Dallas' dramatic late winner strengthened the country's hold on second spot in their World Cup qualifying group.
They did so in the Tofiq Bahramov Stadium, home to Qarabag, who are believed to have shown an interest in luring Lafferty to the Land of Fire after he was released by Norwich this summer.
"I heard about the fact they were supposedly interested in me but I haven't heard anything more," he said.
"Obviously I've spent a few days there and from what I've seen the city is fantastic and I was really impressed by the stadium.
"Who knows what could happen if Qarabag come in with an offer for me? I could be back playing my football in Baku."

Mbappe latest
Look away, Arsenal fans. After seeing Arsene Wenger pictured in Monaco with chief executive Ivan Gazidis seemingly attempting to negotiate a world-record fee with the French champions for Kylian Mbappe, the teenager has dealt them a huge blow.
The 18-year-old called the Champions League an "obsession" of his and he would rather win it that the Ballon d'Or. Arsenal, meanwhile, aren't in the Champions League next season.

Chelsea youngster Tammy Abraham is still unsure of what his next move will be.
The 19-year-old is set to stay in the Premier League next term after starring for Bristol City in the Championship last season.
Newly promoted Newcastle and Brighton are said to be interested in taking him on loan but the player himself is still in the dark.
“I’m not sure what I’m doing next season, if I’m coming back, going elsewhere on loan or staying at Chelsea.
“I haven’t decided yet. You have to stay open and things may come at different times but I have to dream big and that’s what I’m going to be doing.”
Rangers bolster their ranks
Colombian striker Alfredo Morelos flew into Edinburgh airport on Monday morning ahead of his expected move to Rangers.
The 20-year-old is set to become the sixth player to join an Ibrox squad which is undergoing some major rebuilding by Portuguese boss Pedro Caixinha.
Morelos, who plays for Finnish side HJK Helsinki, will join former Aberdeen skipper Ryan Jack, Bruno Alves, Daniel Candeias, Fabio Cardoso and Dalcio who have already been recruited.
Rangers are also hoping to secure work permits for Mexican pair Carlos Pena and Eduardo Herrera, while reports claim they are stepping up efforts to sign Scotland midfielder Graham Dorrans from Norwich.
Everton want Pogba
The French media is this morning reporting that Everton are weighing up a bid for Paul Pogba’s brother, Florentin.
The Saint-Etienne defender impressed with a string of fine performances last season and particularly caught the eye with his displays in the Europa League.
Everton are in need of a new central defender and Ronald Koeman is reportedly confident of tempting Pogba to the Premier League – at least according to Jeune Afrique.
But the newspaper also report that Pogba is courting interest from last season’s Bundesliga runners-up, Red Bull Leipzig. And unlike Everton, Leipzig can offer the incentive of Champions League football.
