The US Treasury also sanctioned Ukrainian lawmaker Andrii Derkach for election interference against Mr Biden, including promoting “false and unsubstantiated” allegations.
It came as Democratic vice presidential candidate, Kamala Harris, visited Florida in an effort to drum up more support from voters in the battleground state.
Mr Biden has faced struggles when attempting to garner support from Hispanic voters. Ms Harris in Miami could be the campaign’s latest effort to sway voters ahead of November.

Biden, meanwhile, will have a chance to face Trump more directly, with his campaign announcing the pair would hold competing events in Minnesota next Friday.

If the latest revelations on Donald Trump’s handling of the coronavirus pandemic are anything to go by, the 45th president may become the second whose political career Bob Woodward ruined.
In his new book, Rage, set to hit bookshelves next Tuesday, the famed Washington Post reporter — whose relentless reporting stung Richard Nixon during the Watergate affair in the 1970s — provides shocking details about how Mr Trump intentionally misled the public about the health risks of Covid-19 to avoid a national "panic."
The criticism was almost instant, with election opponent Joe Biden criticising Mr Trump for failing to “do his job”.
“He had the information. He knew how dangerous it was. And while this deadly disease ripped through our nation, he failed to do his job — on purpose," the Democratic presidential nominee said shortly after those revelations on Wednesday afternoon.
Not long after, the US death toll from coronavirus surpassed the 190,000 mark - which is still the world’s highest.
