Nick Cohen, quoting American social scientists, rightly points out that if you leave one broken window in an empty house, soon all the windows will be broken. Similarly with graffiti. If the first piece is not removed, it soon covers everything.
Councils should include routine graffiti removal in the cleaning specifications for all public buildings.
