Make invasion of privacy by whatever means a tort, like libel, with the burden of proof on the intruded upon, and the public interest a defence for those who intrude. The case could be tried before a jury who could fix damages according to the pain suffered by the plaintiff and the gain sought by the defendant. Publishers and editors, or anyone who derives secondary benefit, could be sued as well as those who commit the primary wrong.
