WHAT TONY Blair fails to understand is that a million-dollar cruise missile landing in a Belgrade suburb is not going to stop a Serbian paramilitary putting a gun to the head of an Albanian peasant and pulling the trigger. But if that same missile also happens to kill a relative or friend of that Serbian paramilitary then he is quite likely to kill the wife and children of that Albanian peasant, and anyone else he can get his hands on. It's that simple.
