Sir: So the Prime Minister believes that sleeping rough is a culture (report, 8 December): the implication being that people can choose whether or not to enjoy it. Before it is too late, let us have a grant from the Heritage Fund to preserve this picturesque aspect of our national life for the benefit of the tourist.
