Sir: In his article 'Safeguards that must follow Scott' (31 March), Michael Meacher ends by saying, 'If we are to prevent a recurrence of the late-Eighties excesses of overmighty government, something more is needed than current parliamentary procedures.'

The solution is simple: a bill of rights and a freedom of information act. Anything less is now unacceptable. Time to join Charter 88, I think.
