Sir: The roads debate inches along like the traffic on the M6 around Birmingham. Maybe this idea could ease the congestion. Get rid of the Road Fund Licence.
I calculate that about 11p per litre extra tax on petrol would cover the lost revenue. Who would gain? Low-mileage drivers, low-income drivers - who wouldn't have to fork out a lump sum for a tax disc - and car enthusiasts. (This is a tax on car use, not car ownership.)
Those who insist on going everywhere with a gas-guzzling ton of metal would probably end up paying more.
