Sir: Your City Comment (27 April) suggests that the ITC may give its unofficial blessing to clever ways around the ownership regulations that apply to the Channel 5 licence. There is no truth in your suggestion. The ITC will apply the ownership provisions of the Broadcasting Act 1990 as they stand when considering all bids submitted on 2 May. There are no blessings, official or unofficial.
