The dictionary describes 'foolish' as being weak in intellect, wanting discretion, unwise, ridiculous, marked with folly.
In putting blame on newspapers, which do not stay in business unless they reflect the opinions of their readers, he might consider that perhaps these characteristics are not what the readers of the newspapers choose to have in their leaders.
