Sir: I was surprised that Herman Ouseley, chairman of the Commission for Racial Equality, gave as an example of incidents that created a 'climate of fear' ('Racial attacks on increase', 30 June) the Immigration Service's 'apparent targeting' of a charter flight from Jamaica and deportation of 28 Christmas visitors.

Was this the same flight that resulted in 250 Jamaican visitors 'vanishing', and assurances being given by Charles Wardle, the minister responsible for immigration, that tougher controls were being drawn up?

A clear statement of policy, either by a senior civil servant such as Mr Ouseley or a minister, would, I believe, be of assistance.
