Sir: Your leader (6 July) is unfair to London local authorities, which you allege to be 'one-party states in which power is unlikely to change hands at the ballot box'. Thirteen of the 32 London boroughs have changed control in the last 10 years and 14 more have substantial oppositions that are more than capable of exposing actions of the majority party. You also refer to 'the whiff of corruption'. The publicity attracted by the occasional case emphasises its rarity.
