INCREASINGLY people say, 'Captain, when are you going to write about Robin Oakley, BBC TV's political editor? Not only does he lack the appeal of his predecessor, John Cole, but he also seems just a teensy bit biased in favour of the Government.' Tush, I respond, this is just the kind of feverish imagining so typical of a newspaper office. Then, watching Mr Oakley reporting the resignation of Sir Norman Fowler, I hear him open his report with the words 'urbane and unflappable' and start to think there might be something in it. Urbane? Unflappable? Sir Norman Fowler?
