The plane was operated by Bhoja Air, which resumed flights last month after suspending them in 2000 due to financial troubles.
The Interior Minister, Rehman Malik, said: "If an airline doesn't have enough money it doesn't mean you buy a 30-year-old aircraft and start an airline."
