Paterson has been switched to full-back, with Dan Parks coming in at No 10. Paterson has won most of his 44 caps playing on the wing but has always stated his preferred position is stand-off.
Williams explained: "Chris is a world-class attacking back but at this stage the opposition are bottling him up in that outside-half position."
In the pack, Williams has named both Cameron Mather and Allister Hogg at openside flanker, giving Mather more time to recover from the chest and shoulder injuries that forced him out of the France game at half-time.David Wallace replaces the Ireland openside flanker Keith Gleeson, who broke his arm against Italy.
Gareth Llewellyn will equal the Welsh international appearance record when he wins his 87th cap in tomorrow's game against Italy in Cardiff.
The 35-year-old will match the record held by Neil Jenkins after being drafted in to replace Brent Cockbain, who has an ankle injury. Jonathan Thomas is ruled out with a shoulder injury and Martyn Williams comes in. Iestyn Harris remains a doubt with a knee injury and Tom Shanklin is on standby.
Llanelli have confirmed a £20m plan to develop a purpose-built, 15,000-capacity stadium on the edge of the town. It is goped the stadium will be ready for the start of the 2007-08 season.
