The 26-year-old, capped six times, joins a host of new faces set to feature for Sarries next term, with fellow Englishmen Richard Wigglesworth and Matt Stevens, the Scotland back row Kelly Brown and Tongan prop Soane Tonga'uiha already on board.
Strettle, who joined Harlequins in 2006 from Rotherham and broke into the England side a year later, said: "Everybody in rugby can see there is something special happening at Saracens, and I am looking forward to being part of it."
The Saracens director of rugby, Brendan Venter, added: "The final piece in our jigsaw for next season is a top-class wing, and we are delighted to have signed David Strettle.
"He's exactly the kind of character who will thrive in our environment, and we are confident he will become a key player for Saracens, and England."
An Irish Rugby Football Union disciplinary hearing has cleared Munster fly-half Scott Deasy to continue playing despite being found guilty of a trip on Scarlets wing Andrew Fenby.
Deasy was cited following the incident in the 44th minute of the Irish province's 23-17 Magners League victory at Musgrave Park a week ago.
The panel's decision read: "Having studied the match footage and heard all available evidence, the disciplinary panel upheld the citing but found that the offence did not warrant a red card and no sanction was imposed on the player and he is free to play."
