The 23-year-old, who trained with Scotland's senior international squad earlier this season, will follow current Scotland Test player Richie Vernon to Edgeley Park next term.
"Fraser is another piece of the jigsaw completed," said Steve Diamond, Sale's executive director of sport
"He has had a good year playing for Edinburgh, and our contacts north of the border rate him very highly. I have seen him in action myself, and I know he will fit into my plans taking the club forward."
Former England wing Ben Cohen, meanwhile, looks as though he has played his final game for Sale.
Cohen, who is out of contract at the end of this season and has not been offered a new deal, faces probable surgery after suffering a groin injury during Sale's Aviva Premiership victory over Gloucester last Friday.
