The Blues moved above Edinburgh and Treviso into seventh place but were under pressure throughout before winning with four penalties from the impressively cool teenage fly-half Rhys Patchell.
The Dragons claimed the only try of the contest through centre Andy Tuilagi but were left to rue other missed chances – fly-half Dan Evans missed with two penalty attempts – during a game played in appalling conditions.
The Blues took the lead with their first real chance through Patchell's fine angled 45-metre penalty, and the youngster kept his head to strike three more times as the weather considerably worsened.
