Last Friday, the World Motor Sport Council delivered a controversial decision when it announced that the race, postponed in February following pro-democracy demonstrations, would go ahead in October.
The FIA insisted its announcement was based on "a fact-finding mission" and reflected "a spirit of reconciliation", but the mission had in fact taken place whilst a period of martial law was still in place.
"If we have evidence that there is a risk this will be taken into consideration," said FIA president Todt. "Our envoy had many meetings in Bahrain. He found a stable situation, a quiet one, and we unanimously agreed."
