According to the Daily Mail, Alan Pardew may still sell the Senegalese striker - despite wanting nearer £10m.
Trazbonspor, who saw a £4million offer rejected last week, and Besiktas would prefer to take Cisse on loan.
Qatari club Al Rayyan also had a £7m offer rejected by the Magpies on Wednesday.
Cisse famously made a stunning start to his career in the North East, scoring 13 goals in 12 games after his arrival from Freiburg in January 2012, but the Senegal international has found the back of the net only once in the Premier League this season.
As a result, he has been deemed surplus-to-requirements.
