The winger has scored six goals for Dinamo Bucharest this season and looks to be establishing himself as an exciting young talent.
The Sun reports that David Moyes has sent a scouting team to watch the youngster on several occasions and hopes to beat other sides to his signature by snapping him up in January.
Agent Victor Becali told Sport FM: "They watch young players these days. It may be Rotariu is being watched by several clubs . The player has been wanted for a long period of time.
"They take everything into account; they see if a football player fits the profile of the country, they see what kind of man he is and what kind of character he has. Discussions have not started yet. If they do, it will be during the transfer window."
While Man United already have several exciting young wingers in Adnan Januzaj and Wilfried Zaha, some of their older wide players have fallen out of favour with new manager Moyes.
