The Scottish midfielder joined Stoke from Liverpool in 2010 in a £5m deal and is their top scorer this season with five goals.
However crucially for Roberto Mancini, manager of the Turkish side, he would be eligible for the Champions League as the Italian looks to strengthen his squad ahead of their clash with Chelsea next month.
According to reports, representatives of the midfielder are currently in Istanbul as Stoke wait for a bid from the club.
Mancini is also said to be interested in Premier League players, Nemanja Vidic, John Terry and Bakary Sagna but with all of them cup-tied for European competition, any moves would probably be left until the summer.
Galatasaray have yet to make an announcement regarding Adam but may be put off by pressure from the Turkish Football federation regarding the number of foreign players already on their books.
Turkish Super League clubs are restricted to registering 10 foreign players and the Istanbul side currently have 11 on their books.
