Taraabt has been unsettled at Loftus Road for a while, having clashed with current manager Harry Redknapp at the end of last season.
The Moroccan was fined over £60,000 in total after he refused to be weighed along with turning up late to training.
As part of the deal, Fulham will cover the midfielder’s wager in full allowing Rangers to reduce their wage bill considerably as they adjust to life back in the Championship.
His arrival at Craven Cottage will be a boost to manager Martin Jol as he looks to strengthen the squad further after bringing in goalkeeper Maartin Stekelenburg, Derek Boateng and Fernando Amorebieta, as well as making the loan deal for Sascha Riether permanent.
Jol had worked with Taarabt during his reign at White Hart Lane when the pair were at Tottenham together, and he has also tried to sign the 24-year old twice since then, but both attempts ended in failure.
