According to The Telegraph, there is little chance of the Blues making a move for Barkley immediately with the 20-year-old out injured with a broken toe.
Chelsea currently have the maximum number of non-homegrown over-21 players registered, at seventeen, and are wary that the likes of John Terry, Frank Lampard and Ashley Cole are all in the final stages of their career.
Mourinho is hoping to sign Southampton’s English left-back Luke Shaw as a long-term replacement for Cole, and may yet launch a bid in the final week of the transfer window.
Barkley, a major part of that strategy, would be the next phase of the former Real Madrid manager's restructuring.
Everton, on the other hand, want to secure him to a new contract and are expected to open talks with the England international in the coming weeks. But there have been no detailed negotiations as yet and Barkley’s deal expires in 2016.
Chelsea are known to have a close relationship with the Merseyside club, having sent striker Romelu Lukaku on loan to Goodison Park.
Chairman Bruce Buck and technical director Michael Emenalo reportedly met with Toffees' chairman Bill Kenwright in London recently, although the exact reason for the high-powered rendezvous is not known.
Barkley has made twenty-one appearances for Everton this season, scoring four goals, and is widely expected to travel to the World Cup in Brazil.
