The Reds signed Moses from Jose Mourinho's Blues last summer but the 23-year-old has only started on six occasions since the switch.
Brendan Rodgers, a friend of Mourinho from their time during the Portuguese manager's first spell in London, had hoped to take Bertrand to add defensive cover but Chelsea are said to be less than impressed by the progression of Moses' loan at Anfield.
According to the Mirror, Bertrand is still likely to leave the Europa League holders this month - but his destination is unlikely to be Liverpool.
Last summer Rodgers made a failed attempt to lure the former England Under-21 left-back to the Kop as Bertrand was hesitant to leave Stamford Bridge.
"I have been on loan four or five times but then there comes a time when you have to say, ‘Right, I am going to spend some time back at the club and see what happens," he said six months ago.
"Obviously I want to be Chelsea’s No1 left-back, and when that time comes it will happen.
"All I can do is be ready and keep playing, keep biding my time."
