Fernando Fernandez Tapias claims Spurs are to blame for the protracted move, which for the last week has appeared to be on the verge of being confirmed.
"There are problems but in the end I think it will happen. I thought he was going to be here, but so far he's not in Madrid, although he possibly will be," said Tapias ahead of a Real Madrid friendly match against Deportivo La Coruna.
As for whether the deal will go through, he said, according to Spanish news agency Efe: "I think so, but I couldn't swear on it. We're going to wait because they are dragging their feet."
Tapias went on to suggest that even if the deal were to fall through, Real Madrid would still possess a strong squad.
"There is no doubting Bale's class, but Real Madrid without Bale is a great Madrid, we have a team of warriors."
Spanish newspaper Marca has claimed that there is a private jet waiting to whisk Bale to Madrid once the deal goes through - with an unveiling at the Bernabeu tentatively pencilled in for Monday.
