The 20-year-old has a release clause of £37m at the club, but it does not become active until the summer, and it appears Arsene Wenger is keen to force a deal through before then.
It is understood that Arsenal's proposed offer includes various add-ons, which they hope will persuade Schalke to part with the player before the end of the transfer window.
The clubs have been in talks over the summer with Arsenal believed to want to convert Draxler into a central striker in the Thierry Henry mould.
Chelsea's signing of Mohamed Salah has meant their interest in the German has waned and so Arsenal are now reportedly hopeful of getting their man for a more reasonable price.
