The Telegraph have reported that manager Mauricio Pochettino and chairman Daniel Levy want to bring the squad down to 25 by the time the transfer window closes on 1 September.
Those seemingly surplus to requirements at the club are Andros Townsend, Aaron Lennon, Roberto Soldado, Michael Dawson, Benoit Assou-Ekotto, Kyle Naughton, Vladimir Chiriches, Sandro, Etienne Capoue, Nacer Chadli and Mousa Dembele.
The England winger Townsend has been linked with a return to Queens Park Rangers. The 23-year-old enjoyed a fruitful spell at Loftus Road in 2013. It has been reported that Spurs would offer Townsend in exchange for QPR striker Loic Remy.
While the club would consider bids for 11 of their players, they hope to sell around five of them.
Spurs have signed three players this summer - Eric Dier from Sporting Lisbon plus the Swansea pair Ben Davies and Michel Vorm, and have also been linked with deals for Memphis Depay from PSV Eindhoven.
