The Evening Standard reports that Villas-Boas hopes to make four major signings after the expected arrival of Brazil international Paulinho for a club record £17m from Corinthians.
One of the other new arrivals is set to be Barcelona and Spain striker David Villa, with personal terms virtually agreed over an £8.6m move for the 31-year-old.
Tottenham are in talks with Dinamo Zagreb over teenage talents Alen Halilovic and Tin Jedvaj, according to the Croatian club. Reports indicated that Spurs had acquired the stars for a deal worth up to £17m, although the north London club have yet to confirm this. Dinamo Zagreb's executive chairman Dravko Mamic has revealed in the Croatian media that Spurs are into negotiations over the two 17-year-olds.
"The deal with Tottenham is still under negotiation, nothing has yet been done," he claimed.
"We hope that the transfers of Halilovic and Jedvaj can be completed in the best way possible, but the transfer is not yet complete."
10 players are set to leave White Hart Lane either permanently or on loan.
Tottenham are in talks with three clubs, including Sunderland, regarding the £5m sale of midfielder Tom Huddlestone while Scott Parker, Emmanuel Adebayor, Benoit Assou-Ekotto, Jermain Defoe and Clint Dempsey are also available.
Goalkeeper Heurelho Gomes, who spent the second half of the season on loan at German club Hoffenheim, will also go while midfielder Jake Livermore will be sent out on loan.
