The 15-year-old has been watched by Richard Allen, head of recruitment at Tottenham's academy, and they are ready to lodge a bid for the youngster.
Ibe has attracted interest from Manchester United, Liverpool and an offer has been received from Fulham. But Spurs are ready to fend off their rivals for the forward if they can agree a fee of around £500,000.
Ibe, who is out of contract at the end of the season, is keen to stay near London and getting loaned back to the League One side is a possibility.
