According to the Evening Standard, the newly promoted Rangers made a £4.8m bid for the Norwich City midfielder earlier in the month.
Loftus Road boss Redknapp is desperate to strengthen his midfield ahead of the new season - but Southampton have also stepped up their interest after signing Ryan Bertrand on loan from Chelsea.
They have money to spend after receiving in excess of £90m for five players this summer and are facing a tough task to keep hold of Tottenham target Morgan Schneiderlin.
Meanwhile, Newcastle manager Alan Pardew has confirmed he is interested in signing Loic Remy on a permanent basis. Remy spent last season on loan from QPR and scored 14 Premier League goals.
The 27-year-old saw a dream move to Liverpool collapse at the weekend amid reports he had failed a medical but Pardew has not been put off and said: “We certainly had no problem during his time with us.”
