The Czech Republic stopper has undergone a medical and with the finishing touches being put to what is thought to be a £100,000-a-week contract, Arsenal look set to announce the move at the start of next week.
The move could prove one of the biggest scalps of the summer.
Cech will end a hugely successful 11-year spell at Chelsea, where he has won 13 major trophies and arguably positioned himself as the greatest goalkeeper in Premier League history.
Chelsea manager Jose Mourinho was reluctant to let the 33-year-old leave, let alone join a Premier League rival. However, the Blues' owner Roman Abramovich generously allowed Cech to move to his preferred club in a show of gratitude for his time at Stamford Bridge.
“If it was [up to] me, if it was my decision, the decision is Petr to stay. That is it," Mourinho has said. "It would be my decision for Petr to stay. After that, to go but not in England. The option I don’t want is for him to go to an English club.”
Cech could make his Arsenal debut on July 15 when the Gunners begin their pre-season schedule against a Singapore Select XI.
