The England international will travel to the North East for a medical on Tuesday afternoon after only signing a new contract with the Swans in July 2015.
Shelvey, 23, becomes the first player to leave the Liberty Stadium since Alan Curtis replaced Garry Monk as manager and the second to join Newcastle this month.
The former West Ham United youth player was told to ‘wise up’ by Monk in the weeks before his dismissal in December.
The Magpies, meanwhile, have already secured Henri Saivet on a five-and-a-half-year deal from Bordeaux as Steve McClaren, the manager, tries to stave off relegation with new recruits.
The arrival of Shelvey follows reports suggesting Newcastle chiefs have sanctioned the arrival of a new striker this month.
Currently 18th in the Premier League table, the Toon have been linked with Lyon forward Alexandre Lacazette and Queens Park Rangers’ Charlie Austin.
Shelvey joined the Swans from Liverpool in 2013 for £5m after following former Swans manager Brendan Rodgers to Anfield.
