Speaking to Bild, the former Bayern midfielder - who won a record 150 caps for Germany - explained that Carlo Ancelotti's system does not have a "proper position" for Muller.
"On the right wing he plays with Arjen Robben, who is a stronger player," Matthaus explained. "There is no second striker in the 4-2-3-1 system behind Lewandowski. Instead there is an attacking midfielder.
"I see Thiago [Alcantara], who had a strong start to the season, as a better option in this position. He is also more flexible than Müller."
Despite scoring 20 league goals and eight more in the Champions League last season, Muller has struggled to fit into new manager Carlo Ancelotti's team this year.
Although Bayern sit top of the Bundesliga table, Muller has scored just once this term. If the fans' favourite is shown the exit door, then Manchester United is a possible destination.
Muller has continually been linked with a move away from Munich, with the Old Trafford club usually featuring at the top of the list of potential suitors.
While United manager Jose Mourinho has not addressed the rumours, he is known to be an admirer of the player. Speaking during the 2014 World Cup, he said: "He's incredibly dynamic and has a unique goal scoring instinct. He finds room on the field that nobody else knows about."
