Vicente Fores, who represents the 18-year-old midfielder, claims that an initial enquiry into his client’s availability had been made by the Old Trafford club.
When asked whether contact had been made with him or Valencia, Flores told Sport Witness: “With me. Just a contact to know his situation. They’re already aware.
“I don’t know about Valencia. But I reckon they will make it hard.”
When asked about the likelihood of a bid from United, Flores added: “We’ve just started talking. It’s up to United.”
Villalba made his debut for Valencia’s during the early days of Gary Neville’s ill-fated reign last December, as a substitute in a 1-0 league defeat to Villarreal.
The Spain Under-19 international has made a total of four senior appearances for the La Liga club and it is thought that his contract, which expires in 2021, contains a €4m (£3.6m) release clause.
Valencia have endured a poor start to the new La Liga campaign and currently sit 18th. Pako Ayestaran, Neville’s successor as head coach, was dismissed last month.
