The Tigers have agreed terms with the Latics for the 28-year-old former Watford forward, who will now discuss the move with City boss Phil Brown.
Hull, who have already landed six signings this summer, are hoping to persuade King to move across the Pennines ahead of their debut season in Barclays Premier League.
"We've agreed terms with Wigan and will be talking with the player over the next 48 hours," Brown told the Hull Daily Mail.
"It's about getting it right in the transfer market, not doing it quickly."
Hull are also continuing talks with Borussia Dortmund over Delron Buckley.
