The Gunners have reportedly made a bid of £10.9m for the Borussia Dortmund player.
However, according to the reports, which have emanated from Italy, Dortmund value the the Greece international closer to £20m.
The two clubs have until Monday night to try and agree a deal.
Arsene Wenger has been on the search for defensive reinforcements since Thomas Vermaelen was allowed to leave for Barcelona in a £15m transfer.

Papastathopoulos only joined Borussia Dortmund last summer and made a total of 28 Bundesliga appearances after taking his chance after injuries to Neven Subotic and Mats Hummels.
Prior to that the 26-year-old played for Werder Bremen and before that Italian clubs AC Milan and Genoa. He has 51 caps for Greece and was a part of the World Cup squad.
