Shaqiri signed a five-year contract after Stoke agreed a fee in the region of £12m with Inter Milan for the Swiss international.
"It's a big amount of money," Hughes told the Stoke Sentinel, "but we feel it will be good value. It wasn't our intention to shout from the rooftops, just to progress year-on-year.
"We are just trying to keep that forward progression."
The former Blackburn Rovers boss has changed the face of Stoke since joining the club two years ago, but continues to look at improving his side every transfer window.
Yarmolenko is a long-term target for the Premier League outfit but the financial cost involved, when coupled alongside the fact Stoke have already signed an attacking midfielder this summer, means a deal is unlikely to be concluded this month.
Hughes continued: "I think we've had a good window up to this point and probably won't go back into the market unless something exceptional presents itself."
