The Evening Standard have reported that Tottenham, Arsenal and Liverpool have all been sounded out about taking Pato, who has 27 caps for Brazil.
Pato is best known for his time at AC Milan, where he scored 63 goals in 150 appearances between 2007 and 2012.
The 26-year-old, who plays for Corinthians in Brazil but is on loan at Sao Paolo, was linked with a move to Liverpool earlier in the summer, with the Corinthians president claiming that an "agreement" was in place.
"There is an agreement in principle with Liverpool for the transfer in the coming weeks," Corinthians chief Robero de Andrade told Tutto Mercato Web.
"Pato had long expressed a desire to return to Europe.
"Liverpool await, there are a few missing details, but [Jurgen] Klopp will have a new reinforcement and for Pato the Premier League will be a new springboard."
The Reds face Bordeaux in the Europa League on Thursday, followed by a home match against Swansea City on Sunday.
