At the age of 20 years, three months and 27 days, Fletcher will become Scotland's youngest captain in living memory when he leads the team out here for the friendly with Estonia.
The incumbent, Barry Ferguson, is still recovering from a serious knee injury while his deputy, Christian Dailly, is preparing for West Ham's First Division play-off final against Crystal Palace on Saturday.
"He is one of the biggest talents and will be the first man on the pitch," Vogts said. "He is the future of Scotland and the future Scotland captain. And I think he is the future captain of Manchester United. When I told him, I looked into his eyes and he said 'Are you sure, boss?'. I said 'Yes, I am very sure'".
Nigel Quashie, the Portsmouth midfielder, is set to become the first black player to receive a Scotland cap since Andrew Watson in the 1880s. The London-born player is also an ex-England cap at Under-21 and B international level but requalifies through a Glaswegian grandfather.
Vogts has still to finalise the team but confirmed that along with Fletcher, Stephen Pressley and Quashie, Paul Gallacher will start in goal and the Norwich centre-back Malky Mackay partners Pressley in the heart of the defence. Gary Caldwell is set to continue at right-back and Gary Holt, Mackay's Norwich team-mate, will team up with Fletcher in midfield while Kenny Miller joins James McFadden in attack.
