The 35-year-old Gabon international's move is subject to an international transfer certificate, but he could make his second debut for the Light Blues in Saturday's Clydesdale Bank Premier League clash with Kilmarnock.
Cousin, who played for Rangers for one year from August 2007 before joining Hull, watched Saturday's 4-1 win at Dunfermline and bolsters manager Ally McCoist's striking options.
A statement on the club's official website, www.rangers.co.uk, read: "Rangers have announced that a deal to sign Daniel Cousin has been done - subject to the receipt of an international transfer certificate.
"Cousin spent the 2007/08 season with Rangers and then the first month of the following season's campaign after a £1million move from Lens.
"And he had no hesitation in jumping at the chance to rejoin the Light Blues as they seek to defend the SPL title.
"Cousin jetted into Scotland on Saturday morning and watched the side win 4-1 at Dunfermline.
"He was back at Murray Park this morning where he trained for the first time.
"Now he is just waiting for some paperwork to come through and he will officially become a Rangers player for the second time."
Cousin had been linked with a return due to Rangers' paucity of striking options, particularly after the sale of Nikica Jelavic to Everton.
Cousin impressed sufficiently on his first spell at Ibrox to earn a reported £3million move to then Barclays Premier League side Hull.
Speaking last week, McCoist said: "When he was here, he was a big, strong powerful centre forward.
"Having looked at his performances closely in the African Nations Cup, that doesn't seem to have altered at all.
"He has a very physical presence and can still score a goal. He would certainly be a welcome addition to our squad."
