Onuoha, on loan from Manchester City, put the Black Cats on the way to victory over Chelsea with a stunning individual goal on the stroke of half-time.
Asamoah Gyan added a second early in the second-half before man-of-the-match Welbeck, on loan from Manchester United, grabbed a third with three minutes left.
Bruce's side dominated the game and could have won by a bigger margin as Chelsea lost their first home game since last March and suffered their heaviest top flight defeat at Stamford Bridge since 2002.
Now Bruce hopes to open talks about signing the pair on a permanent basis when the season ends.
"Danny has produced very well and played well," said Bruce. "The sad thing for me is how much will it cost now to buy them?
"They're two loan players who have done fantastically well. They've got plenty of time. We'd love them to stay.
"We've got them for a year and we'll speak to the respective clubs nearer the time. They're exactly what we're looking for. They are young, energetic and desperate to play.
"But all round, the team produced a fantastic performance. I hope people talk about Sunderland rather than Chelsea's poor performance. Apart from the debacle against Newcastle a few weeks ago, we've been terrific."
Chelsea coach Carlo Ancelotti will force his players to watch a video nasty of their Sunderland horror when they return from international duty.
He also labelled their 3-0 defeat as the worst under his management at the club.
As well as being their heaviest loss at Stamford Bridge since a 3-0 defeat to Manchester United in 2002, it was their worst against a non top-four side since 1995.
The Blues were without injured captain John Terry and his partner Alex in the centre of defence, and Sunderland exposed the failings of replacements Paulo Ferreira and Branislav Ivanovic with ease.
"We have to have a meeting about this on Thursday when they come back from the international break," said Ancelotti. "To look at what happened.
"I think this was the worst performance since I've been here. The performance was poor, but in football it can happen if you're not at your best and don't play with your best mentality.
"All the things were wrong. We didn't play how we wanted to, Sunderland showed fantastic spirit and played better.
"We were not able to come back into the game. It was a bad day. We were not able to play our football for 90 minutes. Just 15 minutes in the first half."
