The Dutch champions have warned United they will not allow the South Korean to leave the Netherlands cheaply, citing the player's particular marketing value in Asia.
PSV confirmed last week that United had made an enquiry about Park and the player himself admitted he was considering the move.
Park has apparently reached a decision and told his manager Guus Hiddink he wishes to leave. Hiddink, who also insisted it is possible Park "just stays at PSV", said: "Later this week we will speak again with Park's agent. Then more will become clear."
PSV chairman Rob Westerhof made it clear the 24-year-old would not be allowed to leave cheaply.
Westerhof said: "Simply because of his marketing worth Manchester United can earn a lot of money through him. If it comes to a transfer, we will only accept an offer from Manchester United that is a reflection of that."
Meanwhile, the former Manchester United goalkeeper Roy Carroll is poised to join West Ham United today. Carroll, who left Old Trafford when his contract ran out at the end of last season, is ready to sign for the newly-promoted Hammers providing he passes a medical.
Christian Dailly and Teddy Sheringham have also signed new one-year deals with the east London club.
