During a wider melee sparked by a confrontation between Danny Rose and Willian the Belgian player appeared to put his fingers in Costa's left eye.
The moment was missed by referee Mark Clattenburg who was busy trying to calm a situation that saw numerous players from both sides become involved in heated exchanges. Tottenham manager Mauricio Pochettino felt compelled to come onto the pitch to keep Rose and Willian apart, a move that only appeared to inflame the situation.

If the referee misses an incident and no action is taken at the time, retrospective action can be taken. If Dembele is charged and found guilty it is unlikely he will play again this season.
Tottenham were leading 2-0 at the time following goals from Harry Kane and Son Heung-min.
