Asked on Sky Sports what he has on his hands following the arrival of the Italian from AC Milan - he replied: "Trouble!".
Balotelli arrives at Anfield with something of a reputation for disruption both on and off the field. As such, Rodgers expressed a belief that the striker will get few opportunities after Liverpool if the move fails to work out.
"At a stage in his career maybe it's his last chance at a big club.
"He has huge potential, but needs to come to Liverpool and be consistent. If he can do that we've got one hell of a player."
Rodgers revealed that Balotelli has been told of the family values Liverpool uphold and that "behaviour is very important", but believes he has the skills to help improve the Italy international.
"I think we can help improve his game and improve his consistency," said Rodgers, who also called Balotelli "a really good guy".
The Reds manager went on to talk up the arrival of Balotelli, who has joined on a 'long-term' contract for a fee understood to be £16m.
"He's a wonderful talent and I think we've done a really smart bit of business.
"He's super quick, strong and powerful. He will offer us that, but he needs to work on it."
Balotelli is at the Etihad Stadium this evening to watch his new side take on his former club Manchester City.
