Cleverley's last start for the club came in the 2-0 Champions League defeat at Olympiakos. Elsewhere, Moyes has picked Juan Mata, Danny Welbeck and Wayne Rooney, scorer of a wonder goal against West Ham at the weekend, in an attacking line-up.
For City, captain Vincent Kompany returns from his suspension, and Edin Dzeko leads the line up front.
