The German has long been linked with a move to Anfield as pressure continues to mount on Brendan Rodgers, who is still favourite to be the first Premier League manager sacked this season with a number of bookmakers.
Klopp, who enjoyed great success at Mainz and then Borussia Dortmund before taking a 'sabbatical' this season, is the frontrunner for the job at Anfield, with former Chelsea and Real Madrid manager Carlo Ancelotti also linked to the job.
The 48-year-old has already stated that he would be willing to end his exile for the right job in the Premier League, while Rodgers believes that the job will not last forever, especially as former players line up to take shots at him.
But should owner John W. Henry decide to pull the trigger and fire Rodgers, if Klopp is the man to replace him he would want full control over the club's transfer policy, according to the Daily Mail.
During Rodgers' tenure Liverpool have used a six-man committee of the club's hierarchy to identify transfer targets and negotiate deals. Rodgers is part of the team but it also includes Fenway Sports Group president Mike Gordon, Liverpool FC chief executive Ian Ayre, director of scouting Dave Fallows, chief scout Barry Hunter and director of technical perfomance Michael Edwards.
The group have had some big hits and startling misses, with the likes of Daniel Sturridge and Philippe Coutinho now the club's two biggest stars, while millions of pounds have been wasted on Mario Balotelli, Iago Aspas and perhaps a dozen more.
The influence of the committee has meant that that troublesome players, like Balotelli, have been forced on Rodgers when he didn't want him, while the Northern Irishman has not been allowed to buy targets such as Swansea captain Ashley Williams, as he was deemed too old.
