It follows comments made after Chelsea suffered a shock exit from the competition in the first round to St Gallen in Zurich.
St Gallen's 2-0 victory put them through to the second round 2-1 on aggregate.
David Beckham has been fined £4,000 for showing "clear dissent" to the referee during Manchester United's Champions league defeat to PSV Eindhoven.
Beckham - tipped to be a future England captain - was fined by EUFA's control and disciplinary body.
UEFA also imposed a £20,000 on Galatasaray of Turkey for "risking security" at its September 27 Champions League home match at home to Glasgow Rangers.
It cited supporters' behaviour before and during the match and the fact that the club allowed spectators to occupy stairways and emergency exits.
Galatasaray distributed rolls of paper to fans while the teams were warming up, and hundreds of the rolls were thrown on to the pitch as the players ran out for the match, causing the kickoff to be delayed.
Play was twice interrupted as more rolls were thrown at Rangers players.
UEFA said it also took into account the club's considerable past record in imposing the fine.
Galatasaray player Haziz Ustel was fined about £2,000 for making "offensive statements to the media" after UEFA decided to suspend the club's Romanian veteran Gheorghe Hagi in an earlier ruling.
CSKA Moscow was fined about £7,000 after its supporters set off flares and fought police at a UEFA Cup match against Viborg of Denmark.
The decisions are all open to appeal, except the fine against Ustel.
UEFA's disciplinary body will tomorrow consider an appeal by Juventus against a two-match European ban on French international Zinedine Zidane.
