Defender Smalling was pictured wearing the ill-advised costume at a fancy dress party he held at his own home at Christmas.
His management company issued a statement on Thursday, outlining the England defender's regret at the "ill-thought out and insensitive decision", which brought a storm of protest.
Speaking ahead of Saturday's Premier League encounter with Swansea at Old Trafford, when the 24-year-old is likely to be involved, Moyes confirmed he had spoken to Smalling about the matter but he now feels the subject is closed.
"I think Chris understands it was the wrong thing to do," said the United manager.
"We have told him that and we have moved on."
