The striker has struggled for form since making a £50m switch from Liverpool in 2011 but is hopeful the arrival of Fabregas in particular will bring out the best in him.
"I wish he could have joined us a couple of years earlier," Torres told Spanish radio station Onda Cero.
"He is a blessing for strikers, he always looks to find that final key pass, he's the type of player Chelsea don't have."
Fellow Spaniard Costa is also thought to be on the verge of a £32m move to Stamford Bridge and would provide Torres with stiff competition when the new campaign gets underway.
The forward scored 35 goals in 45 appearances in all competitions last season – which is more than Torres’ entire return in his two and half years in West London – as Atletico Madrid won La Liga and reached the Champions League final.
He is expected to become Jose Mourinho’s first-choice striker if the transfer can be completed but Torres has said he will not be shirking the challenge.
The former Liverpool man, who came on as a substitute for Costa in Spain’s 5-1 defeat to the Netherlands on Friday, said: "People have been saying for some time that Chelsea have signed a striker, and if it's Diego, then it's very welcome.
"The level of competition at big clubs should always be very high."
Spain face Chile at the Maracana on Wednesday night as the defending champions look to get their World Cup Group B campaign back on track and head coach Vicente del Bosque has warned he could Torres will surely be hoping he gets a chance to prove his worth – for both club and country.
